libbpf: Export bpf_program__attach_kprobe_opts function

Browse Source 
Export bpf_program__attach_kprobe_opts as a public API.

Rename bpf_program_attach_kprobe_opts to bpf_kprobe_opts and turn it into OPTS
struct.
