ci: deny newly added tc_bpf/tc_bpf_non_root for 5.5

It doesn't work on 5.5 and was just recently introduced as a new subtest
to already existing test. Add subtest to denylist.

Also clean up old denylist, leaving only "exception" relative to
ALLOWLIST.
