libbpf: Add support for BTF_KIND_TAG

Browse Source 
Add BTF_KIND_TAG support for parsing and dedup.
Also added sanitization for BTF_KIND_TAG. If BTF_KIND_TAG is not
supported in the kernel, sanitize it to INTs.
