Yonghong Song 8bf016110e sync uapi headers linux/pkt_cls.h and linux/pkt_sched.h ...

Let us sync linux/{pkt_cls.h,pkt_sched.h} to libbpf repo.
Otherwise, on ubuntu 16.04, system headers will be picked up
and this will result in compilation error like:
