vmtests: organize blacklists, enable sockmap_listen tests

Browse Source 
Enable now-fixed sockmap_listen tests. Disabled vmlinux test on 5.5, on which
hrtimer_nanosleep() signature is incompatible. Filled out remaining
permanently disabled tests resons.
