git filter-branch evaluates the tree filter with /bin/sh. Where that's
dash (Debian, Ubuntu), the brace expression in the git rm command is
not expanded, so src/{Makefile,Build,test_libbpf.c,.gitignore} are
never removed. The sync then fails comparing Linux and GitHub file
lists, and synced patches could touch GitHub's own src/Makefile.
List the files explicitly.

BTF_KIND_DECL_TAG is an attribute on a declaration: with kind_flag=0
the tag name is the argument of a btf_decl_tag(), and with kind_flag=1
it encodes a complete __attribute__.
When doing btf_dump, render both forms at every declaration btf_dump
emits - a record, a record member and a typedef:
struct foo { ... } __attribute__((bar));
struct foo { int a __attribute__((bar)); };
typedef struct { ... } __attribute__((bar)) foo_t;
A decl tag is a standalone type pointing at its target. Build an
index of decl tags in btf_dump_resize(). Keep it as a flat array
sorted by (target ID, tag ID). This allows for a stable emission order
in btf_dump_emit_decl_tags().
btf_dump_emit_decl_tags() binary searches for where the target's
entries would begin and walks tags while the target matches. A record
shares its target with its members, so the component_idx is matched
there.
A record attribute goes after the closing brace, where
__attribute__((packed)) already goes. A member attribute goes after
the bit-field width: clang rejects one between the declarator and the
':'. A typedef takes it after the declarator, so a typedef of an
anonymous record can carry two groups at once, one binding to the
record and one to the typedef.
This closes a generic gap in btf_dump, which silently dropped every
decl tag it was given.

btf_dump_mark_referenced() both walks every type added since the last
resize and decides what each one references. Move the walk out to
btf_dump_resize() and hand the function one type at a time, so a second
per-type job can share the same pass instead of adding another one.
No functional change.

btf__find_by_name_kind() searches the base BTF before the split BTF,
so in case of a name collision between base and split it always
returns a base type. Tools that process split BTF may need to restrict
a lookup to the split's own types.
The internal helper btf__find_by_name_kind_own() already does exactly
that. Make it a public API.

The libbpf CI always builds the kernel from source at CHECKPOINT-COMMIT;
there is no prebuilt-kernel matrix entry. Remove the `kernel` input and
the conditional build-vs-download logic, simplifying the workflow.
The run-vmtest action defaults KERNEL to "LATEST" internally when the
env var is unset, so DENYLIST-LATEST is still picked up. The vmlinuz
path is auto-discovered via `make -s image_name` when not passed.

Merge DENYLIST-LATEST into DENYLIST and remove the per-kernel denylist
files. With LATEST being the only kernel mode, there's no need for
separate files. Also remove the s390x denylist (libbpf CI only tests
x86_64) and drop stale entries fixed upstream.
Add map_kptr, test_profiler (kprobes not available in VM kernel), and
sockmap udp multi channels (flaky) based on CI run results.

Implement bpf_stream_vprintk with an implicit bpf_prog_aux argument,
and remote bpf_stream_vprintk_impl from the kernel.
Update the selftests to use the new API with implicit argument.
bpf_stream_vprintk macro is changed to use the new bpf_stream_vprintk
kfunc, and the extern definition of bpf_stream_vprintk_impl is
replaced accordingly.

Add the following functions to libbpf API:
* btf__add_type_attr()
* btf__add_decl_attr()
These functions allow to add to BTF the type tags and decl tags with
info->kflag set to 1. The kflag indicates that the tag directly
encodes an __attribute__ and not a normal tag.
See Documentation/bpf/btf.rst changes in the subsequent patch for
details on the semantics.

run-on-arch-action is simply a wrapper around docker. There is no
value in using it in libbpf, as it is not complicated to run
non-native arch docker images directly on github-hosted runners.
Docker relies on qemu-user-static installed on the system to emulate
different architectures.
Recently there were various reports about multi-arch docker builds
failing with seemingly random issues, and it appears to boil down to
qemu [1]. I stumbled on this problem while updating s390x runners [2]
for BPF CI, and setting up more recent version of qemu helped.
This change addresses recent build failures on s390x and ppc64le.
